Children in Conflict with the Law face a myriad of challenges, ranging from inadequate legal representation to societal stigma and the daunting complexities of the juvenile justice system. Recognizing these hurdles, IBJ India embarked on a mission not only to provide legal aid but also to empower legal professionals and raise awareness about the unique needs of CCLs.


The organization’s team of dedicated lawyers and advocates work tirelessly to navigate the intricacies of juvenile justice, offering crucial support at every stage of legal proceedings. From initial consultations to courtroom appearances and beyond, IBJ India stands by these children, advocating for their rights to ensure they receive a fair trial and appropriate legal recourse.

These capacity-building efforts extend across various aspects of juvenile justice, with a particular focus on critical junctures like the transfer system, where decisions can significantly impact a child’s future. IBJ India collaborated with DLSA Kamrup (Metro) to conduct a workshop titled “Effective Legal Representation for Children in Conflict with the Law” at Bishnu Nirmala Bhawan, Latasil, Guwahati, Assam. Approximately 60 participants, including legal aid lawyers and judicial officers, attended the event.

The workshop featured four technical sessions:
1.”Age Determination and Preliminary Assessment” under the Juvenile Justice System, led by Adv. Sarfaraz Nawaz.
2.”Securing Bail for CCLs,” jointly led by Adv. Sarfaraz Nawaz and Adv. Ajay Verma, who shared insights based on his experiences in Delhi.
3.”Inquiry Process Before JJB,” conducted by Adv. Tapan Deori of Guwahati High Court.
4.”Looking CCLs from the lenses of CNCP,” led by Smt. Kishori Baruah, Senior Programme Manager at UTSAH. 

Each session included interactive discussions between resource persons, legal aid lawyers, and participants, aiming to enhance understanding and expertise in juvenile justice. The workshop focused on equipping advocates with the necessary skills and sensitivity to navigate the complexities of representing children in conflict with the law, particularly in the context of the transfer system within the juvenile justice framework.

Impact Beyond Cases


The impact of IBJ India’s CCL Defence Project transcends individual legal battles. By promoting greater awareness and sensitivity to the needs of CCLs, the organization contributes to systemic change within the juvenile justice system. CCL Y Vs. State of Delhi (Supreme Court of India)


Mr. Ajay Verma of IBJ India represented Y, a minor accused wrongfully of murder, before the Supreme Court of India. Y was arrested at 17 years and 11 months old, initially treated as an adult despite being eligible for juvenile justice. During trial, Y was granted interim bail due to COVID-19, where he learned new skills and resumed education. Despite multiple failed bail attempts, IBJ India’s efforts led to a successful Supreme Court appeal for Y’s bail in 2022, emphasizing his prolonged pretrial custody and compliance during bail. This case highlights access to justice for minors in India’s criminal justice system.
