The journey of IBJ in India began with a landmark three-day training event held at the India Habitat Centre, New Delhi. From July 10-13, 2008, 130 criminal legal aid lawyers from 26 Indian states gathered for the intensive training program titled “URGENCY, COURAGE, PASSION – International Criminal Defence Training Conference: A Session for Legal Aid Advocates.” This initiative was a joint effort by IBJ, Geneva (Switzerland), IBJ India, and the DLSA.
The conference was inaugurated by the Chief Justice of India on July 10, 2008. It brought together 138 advocates who were eager to refine their skills in criminal defense and legal aid provision. The training sessions were diverse and impactful, covering essential topics such as:

In April 2009, Kolkata hosted a pivotal seminar on the “Importance of Early Access to Counsel.” This event, held on the 13th and 14th of April, highlighted the critical need for individuals to have timely access to legal advice and representation. Later, in June 2009, Pondicherry witnessed a similar seminar organized by the Union Territory of Pondicherry Legal Services Authority (UTPLSA) and other stakeholders. Earlier, from October 4th to 6th, 2013, IBJ India, CHRI, SLSA Rajasthan, and DLSA Jodhpur jointly organized a Para-Legal Training Workshop in Jodhpur. This workshop aimed to empower long-term convicts with basic legal knowledge and skills, particularly related to pre-trial detention and speedy trials.

Named the Saksham Legal Capacity Building Workshop, the initiative trained approximately 20 literate long-term convicts within the confines of Jodhpur Central Jail. These trained para-legals were envisioned as in-house legal resources capable of spreading legal awareness and assisting fellow inmates with legal issues. The workshop not only equipped participants with essential legal expertise but also highlighted their potential to contribute meaningfully to jail administration and the welfare of their peers.

In November 2013, Jodhpur, Rajasthan, became the focal point for a series of transformative legal training workshops aimed at enhancing pre-trial justice and legal aid services. On September 26-27, 2014, IBJ India conducted an interactive Capacity Building Workshop at Tihar Prison Headquarters in New Delhi. The event, inaugurated by Mr. Mukesh Prasad, DIG (Prisons), Tihar, aimed to raise awareness among warders and custodial staff on several critical topics. These included effective legal representation, the significance of plea bargaining, bail procedures, parole, and furlough. In a significant stride towards advancing legal aid and justice in Myanmar, International Bridges to Justice (IBJ) India collaborated with IBJ Myanmar for a three-day Justice Centre National Workshop from July 7 to July 9, 2018, in Taunggyi, Shan State. This workshop focused on imparting advanced skills crucial for the effective practice of law in Myanmar, particularly emphasizing cross-examination techniques, prison legal aid, and the right to fair and speedy trial within Myanmar’s legal framework.

As the virus spread rapidly within correctional facilities, IBJ India took proactive steps to mitigate the crisis and support the most vulnerable members of society – those incarcerated in jails across Delhi and Delhi NCR.

Addressing the Humanitarian Crisis

With jails becoming focal points for COVID-19 transmission due to overcrowding and inadequate healthcare infrastructure, one of the most pressing issues was the shortage of medical supplies, particularly oxygen concentrators. In collaboration with Democracy People Foundation, IBJ India swiftly mobilized resources to distribute oxygen concentrators to various prisons. This critical intervention played a crucial role in saving lives and alleviating the suffering of inmates battling the virus behind bars.


Legal Aid and Support


Beyond medical aid, IBJ India recognized the urgent need for legal assistance, especially for undertrial prisoners whose cases were adversely affected by court closures and restrictions on physical hearings. In response, IBJ India pioneered 22 virtual legal sessions, providing invaluable legal counsel to 725 undertrials. These sessions not only helped navigate the complexities of the judicial system but also facilitated the securing of bail for eligible individuals. Additionally, IBJ India’s legal team directly represented 22 inmates, ensuring they received the necessary legal aid to defend their rights amidst the pandemic-induced legal complexities.

Legal Counseling and Empowerment


Throughout the duration of the project, IBJ India has provided comprehensive legal counseling to a total of 130 CCLs and their families. This initiative aimed to empower them with essential knowledge about their legal rights and procedures. The counseling sessions not only informed CCLs and their families about their entitlements under the law but also equipped them to navigate the complexities of the criminal justice system effectively.

Representation and Access to Justice

One of the cornerstone achievements of the project lies in its provision of legal representation to CCLs and women prisoners. A total of 45 women prisoners were represented legally, ensuring their access to fair trials and justice. For CCLs specifically, IBJ’s CCL Defence Team successfully represented 14 individuals, securing bail for 12 of them. This success rate underscores the project’s effectiveness in safeguarding the rights of CCLs and facilitating their timely release from detention.

Advancing Juvenile Justice: IBJ India's Assam Training Program 2024


In a concerted effort to enhance legal representation and advocate for the rights of Children in Conflict with the Law (CCLs), IBJ India collaborated with the District Legal Services Authority (DLSA) Kamrup (Metro) to organize a comprehensive workshop titled “Effective Legal Representation for Children in Conflict with the Law.” Held at Bishnu Nirmala Bhawan, Latasil, Guwahati, Assam, this event brought together legal aid lawyers, judicial officers, and stakeholders committed to juvenile justice.

The workshop, attended by approximately 60 participants, aimed to equip legal professionals with essential skills and knowledge crucial for effectively representing CCLs within the framework of juvenile justice. Participants included legal aid lawyers dedicated to providing legal assistance to underprivileged and vulnerable populations, alongside judicial officers tasked with upholding juvenile rights within the legal system.

The workshop featured four technical sessions, each led by experts in their respective fields:

1. “Age Determination and Preliminary Assessment”: Advocates delved into the intricacies of age determination and preliminary assessments under the Juvenile Justice System, crucial for establishing the status of minors in conflict with the law. Adv. Sarfaraz Nawaz provided insights into the legal nuances and challenges faced in this critical initial phase.
2. “Securing Bail for CCLs”: This session, jointly led by Adv. Sarfaraz Nawaz and Adv. Ajay Verma, drew from practical experiences in Delhi to explore effective strategies for securing bail for CCLs. Participants gained valuable insights into legal precedents and procedural tactics applicable in bail applications for juveniles.

3.Inquiry Process Before JJB: Adv. Tapan Deori from the Guwahati High Court guided participants through the inquiry process before the Juvenile Justice Board (JJB). This session focused on procedural fairness and the rights of CCLs during judicial inquiries, emphasizing the importance of due process and child-friendly justice.
4. Looking at CCLs from the lenses of CNCP”: Smt. Kishori Baruah, Senior Programme Manager at UTSAH, led a session examining CCLs through the Child in Need of Care and Protection (CNCP) framework. This session highlighted the intersectional approach needed to address the complex needs of juveniles entangled in the justice system.

Each session fostered interactive discussions among resource persons, legal aid lawyers, and participants, facilitating a deeper understanding of juvenile justice issues.
